On 18 February 1978, the National Intelligence Directorate (DINA) assassinated Mullah Iftikhar al-Mutasim, a Deltinian religious and political leader. The Creeperian government feared that he would help organize and lead a widespread Deltinian uprising across the entire department of San Juan, and preemptively had him assassinated in the city of El Rosario. The assassination led to race riots erupting across the department, and subsequently led to the start of the Deltinian Insurgency and the proclamation of the secessionist Emirate of Deltino.
