The 1980 Monsilvan general election was held on Saturday 09 August 1980 to elect members of the Legislative Assembly of Monsilva for the 32nd Parliament of Monsilva, which was the first election since the establishment of the Monsilvan Republic in December 1978. It was also the first fair election in Monsilva since 1958. The election was held to determine the seats of the newly established 179-seat Legislative Assembly which succeeded the Kingdom of Monsilva's 550 seat Royal Parliament. During the provisional period from 1978 to this election, Xu Zhou-da was serving as President and Prime Minister, however in April of 1979, the Provisional government announced that elections would begin from 1980, starting with this general election which would determine Monsilva's next Prime Minister.

The results of the election unsurprisingly lead to the Reformed National Party, which had lead the Monsilvan Revolutionary Army during the Monsilvan Revolution, winning 118 seats, 66% of the total seats. Along with the RNP, the Freedom and Democracy Party entered parliament for the first time winning 57 seats, and the Liberal Party of Monsilva entered parliament for the first time as well, winning 4 seats.

Despite being the first election in the Monsilvan Republic, it was the last general election, as from 1984, elections were known as 'federal elections' as Monsilva established its federal states in 1983 and 1984.

Voter registration

As this was the first election, the rules for registration were different from succeeding elections. Although voter enrollment is compulsory, it was not done via contacting the Monsilvan Electoral Commission. Instead, to be placed on the new registry established after the founding of the republic you simply had to turn up to a polling station and if you were 18, you were automatically added to the register once you were permitted entry into the station. This resulted in a phenomenon where 100% of registered voters turned up to vote. A total of 23,309,555 were enrolled to vote in the election, which meant that 80.6% of all eligible Monsilvans were enrolled on the electoral roll, and in this election also meant that 80.6% of eligible Monsilvans actually voted in the election.

Dissolution of parliament

The election was called by Xu Zhou-da on 29 June 1980, when he, as the President, declared that he would re-establish the role of Prime Minister as the Monsilvan head of government and the election to determine the next prime minister would be held imminently. As the election predated the federal system, there was no senate for election and as this was the first election to determine the Legislative Assembly as a successor to the provisional government, there was no parliament to be dissolved, as the 31st Parliament of Monsilva had already been dissolved in December 1978.

The calling of the election on this date began the tradition of every federal election being held on the second Saturday of August.

  1. As all voters that were previously registered during the Kingdom of Monsilva were removed from the registry after the establishment of the republic, every voter that came to the ballot stations was automatically placed on the new registry, which essentially made the turnout rate 100%
